He makes himself look like one. Every time he's not on a teleprompter he says something stupid. Every time.

I have seen Trump express regret for things that have happened before, and I have seen him one on one with people. Ask those people about the meeting afterwards and they speak in good terms.
You see what you want to see. No matter what the man does fault is found. I do agree at times he could choose his words better, and has a problem at times expressing what he really means, but he is NOT some uncaring a-hole and you know better.

Usually when he expresses regret, he puts as much blame on someone else as much as possible. Like "I regret hiring you because I wouldn't have if you would have been honest. So I can't be at fault for hiring someone incompetent, because that person mislead me."

The scrutiny of his words is a bit ridiculous. His tone was obviously respectful and pleasant. His phrasing was odd, but look at the reactions of the people in the room. They knew what he meant.
Budget comment was a bad joke. He smirked. Nobody else did.
Katrina reference was meant to be a compliment of how they were handling things on the ground.
Throwing paper towels in the wake of a disaster doesn’t necessarily look good, but everyone in there was smiling. He was goofing around with them.
