"Well, that's all up to the attorney general. Attorney General Barr is working on that," Trump said on the South Lawn ahead of his departure for his rally in Tulsa, Oklahoma. "That's his department, not my department. But we have a very capable attorney general so that's really up to him. I'm not involved."

I imagine it went something along the lines of the SDNY was asked to step down by Barr. He said no. Barr went to Trump and said this guy needs fired and Trump said do what you feel needs to be done.

Seriously though. It's not like Barr himself can say "You're fired...I'm firing you. This is me firing you." The language is required to say that the President has removed a U.S. Attorney. Barr got POTUS' approval and then his job then became to deliver the news.
