Big words from someone that clearly doesn't understand that it's not just Meta, Microsoft, Apple, and big tech.
Try American Airlines, Visa, Texas A&M, U Texas, Fidelity, Schlumberger, Captial One, Baylor, UT Southwestern Medical Center, Citibank, Dallas Independent School District, Charles Schwab, Texas Tech, U of Houston, and Caremark, Sabre (travel "agency"). And that's just a smattering of organizations with over 1k that aren't tech.
And that doesn't include the middlemen like Infosys, TCS, Cognizant and the lot which farm out 5-10-15 H1Bs to small and medium companies. You know, how USAA can claim they have almost no H1Bs, but hire "talent" from Infosys and the like.
