Of course it's not, one is a charge, the other is a gift. If it's an item on a bill, it cannot be a gratuity - by definition. It is a charge.

And yes, I worked for years in food service/hospitality.

This is a dumb take. You want them to raise prices that you’d meet by tipping a standard amount. So regardless of service, you pay a standard tip in the normal cost. At least with tipping you can save money if your waiter is an a-hole.

They’ll either do away with tipping and raise prices, or keep tipping and keep waiters honest. Consumer will pay for it one way or another. Tipping just lets you save money if your waiters are assholes.

I will be shocked if it advances. It was submitted at the end of January, and has been just sitting there.
And, IF it does come through, it will probably be some bastardized version, almost unrecognizable from the current version.
