In these cases you have to be dumb as hell to blame a President or Cabinet Member ....
Don't remember, Obama, Trump or Bush manning the computers insuring against hacks into the system
We have a multi billion dollar Cyber Security Department responsible for that task. Maybe we aren't paying our guys enough.

To be fair China is always hacking us. My friend does IT security for Nasa. He can't tell me much but he basically says his entire job is protecting Nasa servers from China. Some Russia as well but very rare.
