Doesn't each state have an air national guard where 60k feet is a walk in the park? I mean the old commercial Concordes use to fly at that altitude, so I would assume a governor can activate its air national guard to guide that thing over water and take it out. Just curious.

This really isn't that complicated. The balloon isn't about signals capture. It's about sending a signal to Taiwan that the US isn't coming. They own it. So yes, it's 100% a psy op.
