I have a close friend whose dad is a legit billionaire, and everyone on this board would know his business. I’ve been on many trips with them and have lived with my buddy in one of their houses. The amount which all of that costs would be exorbitantly high. If I were a public official, Should I therefore not spend time with my friend and his family for the rest of my life because they’re rich?

The Act absolutey includes the SC. There is no provision in the act that specifically precludes the supreme court. Though Roberts is skeptical, he has neither proved nor disproved it's constitutionality. In that context, what is the law?

That is his whole point - that the legislative branch doesn’t have the authority to dictate how the judicial branch operates. They can put whatever provision in whatever act they want to and the Supreme Court can say “nah, we’re not doing that.”

And who would have the authority to decide if Congress could legislate a code of conduct for the Supreme Court justices?

The Supreme Court.
