You can scoff, but this was wording was suggested by Donald Trump some months ago. Donald said we aren't going to give them the money. We will loan it. Sort of like lend lease in WWII.

From Voice of America:
Trump suggested Republicans push for making additional U.S. military aid to Ukraine "in the form of a loan rather than a gift."

Johnson, a Republican congressman from the state of Louisiana who has been House speaker since October, made no statement about the aid. But Trump's stance is likely to hold sway over many House Republicans.

I don't know about fiat. Seems like a frivolous process but I guess is an apt description. Anyway, indeed the G7 countries are working through this process right now. Trump says something and the Biden administration and Europe act accordingly.

So are taxes, but that hasn't stopped anyone from doling money out.

At least this money isn't coming directly or indirectly from the US taxpayer via taxes or inflation.
