I get the chain of command. But it’s the same chain of command that ended in the deaths of plenty of others who have been martyred in the media and led to cries of systemic racism. And this lady never resisted or reached for a weapon. The shooter could have missed her by a few feet on the first shot and it may have been enough of a warning to make her and others reconsider. Any advancements by her after that is on her. This cop panicked

Did you see all angles? Because I might agree with you but cops were behind her. You had cops in front and behind armed, doesn't seem like a deadly force situation when a man could just pull her back.
