I think what's happening here is that whoever formatted and then copy/pasted that post over to X did so from their phone. The VS15 characters are a way to trick X into not collapsing what is a long vertical post that is blank. So they put that in there because X registers it as content.
Someone formatted that in their phone and when they got to line 48 they broke the copy/paste into 2 separate segments, hence the VS15 + space + VS15.
