I don't think we should give ANY foreign aid until we are out of national debt and have a real surplus.

That said, that is a tiny drop compared to the insanity team Biden is spreading around.

a large chunk of the $ is for the following in 2017

Department of Energy, Nuclear Smuggling Detection and Deterrence Program -- the NSDD.

You can dig some more and see what this was for.
