The Congress does not give any power to the executive you moron. They pass laws and the executive enforces them.

That does not empower dumbass. It states that the Secretary (a member of the EXECUTIVE branch) will take the STATUTE (legislation passed by Congress) and put in place the necessary means and measures to implement it. To move the THEORY into the PRACTICAL.

Congress can enact laws that don't permit such bureaucratic authority. They can create that framework statutorily of thy so choose (they pretty much never do). Hence the use of the specific language "authorize".
Plus you're ignoring the whole "if there is no law then there is nothing to execute" part of this. Which is why you haven't yet cited the Constitutional language specifically giving executive authority to the Executive. That specific authority only exists thanks to Congress, ie, they gave the Executive whatever authority it has today.

Again, dumbass, they do not “give” anything to the Executive. Their powers are enumerated to them by the Constitution. That would be legislation. They create the law. The Executive enforces the law.
