I am quite sure you don't know what I think it means. Traditionally, federal money for community policing means money that ends up getting spent on hiring more cops. I don't think Biden has yet defined in detail what he wants the money to be spent on or how he might structure the funding to limit it being spent in other ways. In any situation, it is difficult to make a reasonable argument that Biden is looking to defund the police when he said publically that he does not want to do that and he has pledged to allocate more money to police departments.
