Is Clark saying that implicit declassification asserted post Presidency is as legitimate as explicit or even implicit during the Presidency?

Even though he says post Preidency that something is classified he can unilaterally change his mind and say it is declassified and that he was just joking on tape?
Just because it was in the Trump's possession at Mar aLago does not mean that said documents were personal in nature because of that circumstance. That borders on the ludicrous and somewhat circular reasoning.
Like I said earlier. If Trump had mut out an EO or Memorandum stating that all cleanable materials in his possession packaged as of 11:59 pm on Jan. 19 are deemed by him to be declassified, there would literally be no issue....shite, if he did it at 9 am ET that day he would be in the clear whether he did it by tweet or official communication. His signature and the signature of two witnesses....that's it and leave it on his desk . Takes 2 minutes.
