When Congress has a conflict off interest in legislation that a majority of the people want, there should be a recourse for the legislation to go through the courts and either have SCOTUS affirm the legislation or require it to be placed on the general election ballot.
The only way we can take back our govt from the elite and special interest monopoly is if the people have a vote on issues that pertain to the business of elected representatives.
