Well, if it passes the House Chuck will say it is a pending law. Trump then signs the checks. Chuck says he broke the law and impeaches the President for being a criminal.
That's my best guess.

I like it. Shut the whole MF'er down. Since bills require the signature of the President to become law and signing a bill maybe considered PR for the President then he cant sign bills into laws. Therefore congress does not need to pass any bills as they would result in a veto (no signature). The House and Senate can go home without pay.
