I can't tell if you are joking. If you are not, the Affordable Care Act (aka "Obamacare") was a law passed by Congress and signed by the president, as prescribed by the Constitution.

I lost my house to a tornado in 2014. Obama declared it a national emergency and there were hundreds of military personnel helping clean up. Didn't see them doing any combat that week.
On a side note Obama flew into town in his helicopter and actually stood in my front yard. Didn't like the guy much but it was still a pretty cool experience.

Actually that was the National Guard (under the command of the governor). The president's emergency declaration unlocks federal funds to pay them back.

Most millennials are well into adulthood now. The oldest will be 40 next year.
It's gen z that's getting into voting age. And yes, there are differences including gen z being more republican friendly by some analyses. Each generation tends to react to the previous.
