Time should NOT run out when asking a Yes or No question and not getting either answer. A person should be allowed to stay literally forever asking the question until a Yes or No is said.

Yes, that plus repeating the question is part of their rehearsed response to help run out the clock since each committee member has limited time for questions. It's disgusting theater of the absurd because nobody seems to be held accountable for anything including lying to Congress like midget Mengele.
