I wouldn’t go that far. She went to college at an HBCU at Howard and was a member of the AKA sorority well before she was a politician.
It’s fair to say that she doesn’t come from a family of African descent that has been in the US for multiple generations including periods of slavery and Jim Crow. I’m not sure if the guy just made up the term “foundational black American” to describe it or not.

going to an HBCU for a few years in your late teens/early 20's then moving to Cali to be Willy Brown's girlfriend with a 120K per year no-show job and a BMW makes her "culturally black"? She can relate to blacks in Detroit, Jackson, Baltimore, or Atlanta struggling with crime and poverty? The only value in race politics is the relatability to these sub-classes. That's the point Nasheed is making, and he's spot on.
