Some of these guys are voting for their closest friends or someone to whom they owe political favors to.

I think they all know that nobody is going to win outright in the first go around and so they may vote for someone who they don't really want the first round or two and then switch when it's time to break up the log jam.

Kind of like ranked choice voting. You know your first choice won't win, so you have that second choice in reserve.

I sent Boozman another email, not as nice. Let's see if I get a response.
