I agree. I'm against it, but I'm not turning it down.
It actually didn't help much, because fees, room, board, etc. have increased to make up for whatever TOPS covers. Overall college costs are more with TOPS, than they were before TOPS.

This will lead to even more grade inflation then there already is. This is how you make degrees even LESS valuable by watering them down.
There is no legislative / policy solution to this problem. The only way you solve this problem is to eliminate the idea that you have to go to a private, four year college to have any value in life.
Parents and school academic counselors need to have honest, realistic discussions with high school students.
