Correct. The State Legislature voted against the creation of a new ISD. Not the Metro Council.
If the new city was drawn the same way the original ISD was drawn, this wouldn't be nearly as big of a fight. SG leaders expanded their original plans once the incorporation effort began.

The original plan started out with an ISD

The bills to create the new school district actually passed the legislature last year but they needed a super majority to vote to put it on a ballot. To create a new school district without incorporation requires a statewide constitutional amendment to be passed. The bill to put it on a ballot ended up failing.

I do find it interesting that it takes state-wide approval to create a new school district in an unincorporated area. It's interesting due to the push to allow the entire state to vote on the incorporation. I realize the two situations are very different, but the notion of needing state-wide approval for either is interesting.

Our state constitution is the opposite of the federal constitution, and why we usually vote on a dozen or so amendments every year.

I don't think the "in an unicorporated area" part of your statement is correct. Both Zachary and Central were already incorporated when the constitutional amendment to create their school districts was voted on statewide.
As I understand it the constitutional amendment to start a new school district is needed because the district must be in the constitution in order to receive funding from the state.

Oh I didn't realize a statewide vote occurred for central and Zachary schools. So in theory, SG could get their own city, yet still not get their own school district lol

And some here continue to question why many families want their own school system and out of the corrupt one we have now.

Yes, Zachary, Central & Baker all required constitutional amendments and the accompanying statewide vote on the new districts.
Not only does the new district have to be approved statewide but it also must receive a plurality of yes votes in the parish, in this case EBR, where the new district is being created.
And yes there is zero guarantee SG would get a new school district even if they incorporate.
