Why was Trump and his lawyers on the phone with Raffy after the election and not Kemp?
Because Trump and his lawyers knew damn well that Georgia's Constitution and laws at the time gave Raffy all the control. Those laws have changed, thanks to Kemp. But at the time, Raffy was the only person who could do anything that Trump wanted done.

He could have led the charge against voting irregularities. (And by that I mean cheating)
Instead he sat on his butt and meekly whispered “not me”.
He’s the Governor and Ina critical moment in States and US history; he sat on the fence. Not wanting to cause trouble. Not leading anyone, hiding behind some passive line about “I can’t do anything because law; go talk to Brad”
All he is remembered for by conservatives here is being quiet during that period.

You know if one state would have stepped up, others would have had to follow or at least take a serious look at it.

One state of those swing states actually did do something about it, completely changed their laws so some colloquially referred to as "Jim Eagle". That ws Georgia. Did any of those other states follow Kemp's lead? No. What makes you think any one of those governors or AG's or SOS's would have followed Georgia's lead in 2020?

There was no "evidence" at the time. There was considerable effort in other swing states that would have been helped by Georgia's action.
Kemp wasn't the only traitor, but he was one of them.
It would have fell like the house of cards that it was if two states reported fraud.
Likewise if AZ or PA would have reported fraud - I think GA would have too.

The GOPe is not in any position to work Georgia while losing both senate seats. When they can bring the vote of change they can talk again.
