It used to be. Back in 1960 I remember neighborhood moms phoning each other with joy that their son got into college. I knew the sons and they all had IQs barely at 100. Today the qualification for getting into college is a pulse. Lots of degrees now are held by the 80-90 IQ range who can barely read and write.

Every child assessed for Gifted does. I don't know of anyone outside of that who has.

Based on testing that has been done.
I was given one when I was younger. I know a few who have had it for one reason or another. These online tests do not count.
98 is not bad actually. It is just average. My older brother would love to have a 98 (he was tested at the same time I was). Course my home state drags us down with a 93 average score.

This assessment typically happens at a very young age here. I don't know a lot about IQ testing/measurements. Does the IQ of a 3 year old (when most of the gifted testing is done in Orleans parish to get little kids into the gifted pre-K program at a certain public school) remain pretty constant as s/he ages? Or does IQ typically increase as a preschooler gets older?

I believe so, but you can damage IQ with certain pathologies (and injuries, obviously).
And the brain in general falls off at certain aging points, primarily at around 30 for males.

Many experts say that we are smartest when we are younger. While this whole IQ science is not a settled science by any means, I can understand that our level of learning would have to be higher at a young age (though not technically the same as IQ). The vast amounts of info infant brains must process will never be replicated.
But as I stated before, IQ is not the end all be all of how smart someone is. There are other tests that go along with it.

probably quite the opposite. People wanting an SSI check will get their children tested before "people with means".
It is a whole industry for Psychologists. Disability assessments.

A lot of them. A lot of college degrees focus on regurgitating information on exams, also known as memorizing. Memory, especially short term, is the absolute lowest form of intelligence.
Our government gives guaranteed loans to anyone that can graduate high school, which is incredibly easy with common core and “no child left behind” initiatives. Then they told an entire generation that the only way they could be successful was to go to college. Schools then expanded their degree offerings to include all sorts of useless fields to accommodate the mass increase of students and started offering extremely easy degrees because they don’t want them dropping out. They want that guaranteed government cheese to continue coming in for the full 4+ years. Add in the fact that you can spend 2 years searching for the easiest degree possible and you have millions of objectively stupid people walking around thinking they are highly intelligent because they have a piece of paper on their wall.
It also caused tuition costs to skyrocket to the point that you can’t work your way through college anymore. You absolutely have to go into debt if you aren’t on a full ride or if you don’t have rich parents. Government backed student loans and pushing every single kid to go to college is one of the dumbest things our society has ever done.

IQ has a limited effectiveness for evaluating individual behavior but is, by far, the best predictor of behavior of populations.

All of my Gifted classmates got an IQ test in elementary when testing for the program.
*ETA: 1-2 were in middle school. I don't believe any were evaluated prior to elementary.
