Honestly what's out so far seems pretty inexcusable. Active shooter drills aren't just for the students. If the police had actually practiced this they would've known about the 20-minute delay.

Your assertion requires us to believe that every armed good guy will react exactly as this coward did, that is not realistic.

Further - his inaction = no guard. So yes, I would rather armed guards are present because for every coward out there, there is a hero. And if a hero can save just one life then it is worth it right?
