Which would result in two election outcomes flipping from the Republican candidate winning to the democrat candidate.

Makes sense. If the rest of the state was good with their elections and Cochise board failed to meet their duties and their election wasn't valid it wouldn't be counted.

Cochise i would assume is only certifying their results not weighing in on their thoughts on Maricopa county elections.
