I know of several network security businesses that are monocultural - majority immigrant. It seems like once a foreign manager is hired he only hires his own race. And the presence of immigrants is suppressing wages.

H1B should have a minimum salary range that is 45% more than the average American salary for that position. If it is truly about merit and the best and brightest, pay for it.
