James Comey was a law enforcement officer not a prosecutor, law enforcement’s mandate is to conduct a thourough honest investigation and present that evidence to prosecutors.

Anyone who has been part of an investigation would zero in on the term "gross negligence". That's a fricking hot term that they danced around, and is the BIGGEST edit by far.

Often times law enforcement changes the language if there was no crime. Perfectly understandable that the State Dept had been run poorly long before Sec of State Clinton.

Correct. If he calls it gross negligence but he really truly doesn’t think she committed a crime, and a bunch of people die because of her act/omission, what are the ramifications. US Government at fault for wrongful death.

Next time you get a speeding ticket, tell the judge that "Although I was "extremely careless", there was "no intent" to speed on my part.
