Actually, according to your own link it is perfectly legal in Washington state to pay tipped employees below minimum wage - provided their tips make up the difference. To quote the part you missed:

So yes, she could have been telling the truth when she said she was only getting $7/hr plus tips. It's completely legal there.

Indeed. It gets better - it specifically guarantees a minimum wage in any given hour. So if Ms. Asian Lady's tips were enough between 2 and 3 pm she gets minimum wage for that. If someone tipped her $30 at 3:01pm the employer still pays her $7 on top of that.

To be accurate, I pointed out that the link one of them posted contradicts his argument. It could be that the link is incorrect.

But at a minimum he posted without making sure it actually backs him up.

I have a question about this. I know in LA all tipped workers must make at least minimum wage including tips. If minimum wage isn't reached via tips then the employer has to make up the difference. Do you know if it is the same in WA?

Well, the Dept. of Labor website linked by YipSkiddlyDooo shows California as the same color as as Washington state, indicating that yes the law is the same.

So I guess his link must be wrong too.
