I don't know why the Dems are going that hard on this one. It's not going to pass. Thune has already doomed it. The powers-that-be who run the GOP have already apparently deemed it trouble.

Yes, but it will also lead to more intelligent and competent African Americans in Congress for the ones who do get elected.
When you rig districts to be guaranteed a certain race or party, the quality of candidates goes way down.
