Ryan and Marble Mouth Lie about Border Wall - Trump Did Nothing About their Lie

Early 2017, Paul Ryan and Mitch McConnell stood up and said they planned to address the wall themselves in the budget, allocating between 12 and 15 billion for that purpose.

They didn't do that. Omnibus language specifically states that the specified funds cannot be used for anything resembling the wall prototypes that have been evaluated.

Trump did nothing about this and signed the bill anyway, despite talking about getting this wall on virtually every campaign trip and speech he made.

An Omnibus is not a budget. Trump can slow walk what he doesn't want and fund what he does... Hello Big Beautiful Wall built by the Army Corps of Engineers....

The easiest way for DJT to get back at McConnell and Ryan is to earmark 25 billion from the Defense Dept appropriation, as a matter of national security, and give the engineering and construction assignments to the Army Corps of Engineers/USN Civil Engineering Corps/Seabees, and freeze out public bidding.

It would cause a hellacious uproar, but it would get done.

I don't believe this is possible. There needs to be allocated but uncommitted money and I haven't seen that yet.

For the wall you have to award contracts and those are tied to pots of money which are tied to appropriations that, as of now, all seem to have restrictions tied to them which would not allow this to happen.

Even if you have DoD building the wall, they must get materials from somewhere and that will go through acquisitions / contracting. You can't get such items by filling up a DODAAC and executing purchase orders and pulling through GSA. You'll need contracts with suppliers.

Perhaps I'm wrong, but I've not seen a reference yet that shows where this uncommitted pot of money is located.

The amounts designated in subsection (a)(2) through (a)(4) shall only be available for operationally effective designs deployed as of the date of the Consolidated Appropriations Act, 2017, (Public Law 115–31), such as currently deployed steel bollard designs, that prioritize agent safety.
