It's just like when fox puts up a banner saying something like "Obama a Muslim?" And they they have an anchor read something that was published elsewhere or just use the dreaded "some say..." tactic. Technically speaking Fox isn't saying that Obama is a Muslim but that's an implication they are trying to spead with a wink and a smile.
