Biden's threat to withhold funds was a matter of US Policy supported by Congress and in conjunction with European allies and the IMF at a time we were working together to snuff out political corruption in Ukraine. Trumps call was for benefit of himself and only his inner circle was aware of what he was doing until he got caught.
