Even a religious wedding can take many forms. You can have a Mass. Or you can visit the priest's office with two of your friends as witnesses. I've even seen one where the exchange of vows replaced the profession of faith at a regular Mass.
But none of that matters to the government. They just care about the document you file at the courthouse.
