While apprentices?
Sure, why not? They're just not journeymen yet.

Oh, I assumed "apprentice" implied "not qualified to work unless under supervision." I think that's a fair definition of "not yet skilled" and that $11 hourly is pretty good for such, but I could be wrong about what apprentice means.

Why does anyone support the government telling a man trying to feed his family that he cannot work for less than minimum wage??
Cruel.
Cruel.

Apprentices are often pretty skilled. Many have the aptitude out the gate and most are not on day 1 of the job and have up to 4 years experience working with a journeymen.
From what I recall there's levels of electricians. Apprentice, craftsman, journeyman, and master. I think most places just pair up apprentices with journeymen so you can keep the cycle of life going.

Which is why something like $11 at entry seems decent enough, and I'm betting that goes way up once craftsman is attained.
However, if it takes ~4 years to get past apprentice (sounded like that's what you said it was), that seems like drastic & bizarre overkill. They could have gotten an engineering degree in that time.

To the OP -
Let me ask you what "lefties" would rather:
1) A constitutional ban on all abortioins
2) A constitutional ban on welfare for childen born to unwed mothers
Of course, both of those are stupid, just like both of your "options" are stupid.
Here is a serious question:
When the minimum wage inceases to $12, whatt's going to happen to all the people who currently make $12 an hour?
Answer: They are going to want $16.75 an hour.
A minimum wage increase doesn't just increases the wages of workers at that level. It increases the wages of workers at all levels.
That basic, simple, economic yet human nature fact, seems to elude the liberals out there.
Thus... what's going to happen? The standard of living for those at the mimimum wage, long term, won't get any better at all.
