Both are reserved for people who are fecking up and should never have been in that situation since their performance doesnt match the role.

It's no different than nepotism.
No one who's succeeding get hit with it.
No one is going to care how they get there as long as they kick arse when they get there.

GHWB and Biden tagged them with that starting point.
It's a different question if they were qualified, but the people who appointed them were not interested in their qualifications
