Yes, Trump is just the next in a long list of presidents to do it, and another politician abusing the constitution in the name of an emergency. AKA, Trump is not making America Great again, he is the status quo.
Sometimes they get authorization for broader campaigns.

Your conclusion may not be correct, but this gets to something important. Trump has been claiming war powers authority since he was sworn in in immigration, suspension of habeas corpus, etc. The Supreme Court has denied Trump access to war power because we are not at war.
If Trump can get us into a war, he can exercise war powers.
