The difference between us is that I've read all of the docs you've said dEbOOnK the belief that Seth Rich is the source of the DNC "hack".

Let's think logically about the Schiff amendment to the NDAA:
He's seeking to bar any information gathered by the US MIL in a Posse Comitatus (PC) operation from being used to prosecute crimes found to be committed.
The US Military can only be used domestically in a PC capacity via Congressional approval, or circumstances authorized by the Constitution. (SCOTUS already ruled that the President can authorize military action based on his sole determination, with or without a formal declaration of way by Congress or foreign nation - Campbell v. Clinton, 2000).
Constitutionally, the only entity other than Congress that can conduct military operations is the President. (Art. II, Sec. 2).
It stands to reason that as chair of the House Permanent Select Committee on Intelligence, if there were approved Congressional action in a Posse Comitatus capacity, Schiff would know about it.
It stands to reason that Biden, as alleged POTUS, is an ally of Schiff's. Schiff would have no reason to hamstring actions that Biden’s handlers might've authorized with respect to MILINT activity.
That only leaves Trump as the responsible party for initiating military action in the days prior to the Fauxnauguration and installation of the Biden puppet regime. Trump made no bones about establishing himself as a Wartime President in the wake of COVID and associated nonsense we endured. Per the Constitution and supporting SCOTUS cases, that is his call to make.
We already know Schiff has introduced legislation no fewer than 4 times in an attempt to curtail the powers of the President, particularly with respect to the Presidential Emergency Action Documents (PEADs). He did it a time or two while Trump was President and a couple of times during the Biden error. Schiff specifically is desperate to discover what actions were set into motion before Trump left office.
If Schiff is seeking to block the use of intel/evidence gathered by a domestic Military operation from being used in court proceedings, then that obviously confirms some manner of PC MIL activity here in the US.
As head of the HPSCI, Schiff wouldn't look to block prosecution based on that evidence if Congress approved it.
Likewise, he wouldn't hamstring actions approved by Biden or his handlers, as they're all presumably on the same team.
PC operations approved by Wartime President Trump is the only logical conclusion.
All that to say - there are obvious actions that were set into motion by Trump that the DC power structure are NOT privy to. That Schiff introduced this NDAA amendment within the past week tells us that some if not all of those operations are ongoing.
If the head of the House Intel Committee doesn't know about it, then why is it so unreasonable to expect that the MILINT spooks at the Defense Intelligence Agency could have safehoused Dong Jinwei and this illegitimate administration would be 100% in the dark about it?

Wikileaks used Twitter DMs to communicate with GRU and receive instructions on how to access the GRU’s online archives. The GRU sent them those instructions on July 14, 2016. Wikileaks then starting publishing those documents about a week later.
