This plane is going to be taken down to the metaphorical studs, literally down to individual panels and rivets, and entirely rebuilt by a DOD contractor. Which on one hand alleviates your concern but on the other makes the entire ordeal somewhat absurd, as that process is going to take a long time.
This plane isn't just getting a new paint job.

US is the #1 exporter of natural gas, Russia #2, and Qatar is the #3 exporter.
Qatar wants a bigger share of the market and they want help. The longer the war in Ukraine last the more Qatar takes over Russian customers. Helping Qatar could be devastating to Russia
