After looking at the no hand shake video, to me it looks like she is just being courteous and gesturing for Trump to take the podium, the House is yours Mr. President.

no.. it was an attempted handshake. the issue is that he was turning around as she did that. he also did not shake his own vp hand.
there could be made a solid argument that he didnt even see her do that til it was too late.
