They were (and still are) in denial over his popularity - especially in the Great Lakes states.
No one actually showed up to the rallies. People don't really like Trump. Hillary has this in the bag.

Why is the already elected President presumably using tax money to fund (security, transportation, etc...) a support rally?

The rally I went to in Louisville was at capacity but had empty seats at the very top
That's because they have so many people on the floor.
The fire marshall only allows so many people into the venue. If the max capacity is 10,000 but there are 3,000 on the floor, that means only 7,000 of the seats can be filled up so there will be empty seats
