An agency can be initiated by the Executive branch, but it is up to Congress then to fund it. Or not.

Y’all recall how well it worked out when BP was paying damages and had to give it to various Louisiana politicians to then hand down to those impacted..

As op said sounds good in theory..

I've seen FEMA employees walking around with their "FEMA" jackets in front of reporters during Hurricane Katrina and either Gustaf or Ike. As soon as the reporters leave, they leave.

Also, I would bet my house that for every dollar the State scratches back from FEMA they spend 25 cents trying to convince the Feds the appropriate forms are filled out correctly.

I don't have a lot of faith in Louisiana government, but I'm sure the process would be more efficient EVEN WITH potential corruption.
