Congress has assumed the Post Office can do a better job than private companies of pre-funding their pension obligations.
They already have a postal money order system. Heck - you can already have what amounts to a "bank account" of sorts using a P.O. box and postal money orders.

FDIC is limited to what? 25k. Comforting. Do I have an alternative option? Or did the government force their way into the market?

The "post office is also a bank" system has already been tried by the Soviet Union. That didn't turn out too well.
