Im not bitter. I gleefully laid out in extreme detail on the first page the actual answer to the OPs question, which youre complaining about not being answered or taken seriously. I hope every word of it comes to pass

It means the American people told the people that are running things now to eat a dick. They want the opposite of what has been going on in DC

To me it means that the majority of the American electorate has told Trump (by giving him a resounding win) that they want him to go enact his policies and do the things that he says he will do. The majority is not “unsure” about him. They want him to go do what says he will do.

The federal government runs on the perceived authority from the electorate via voting results. The larger the win by a candidate or party, the stronger the perception of "this is what the majority of voters want". If it's seen as being a large enough win, that's taken as a "mandate" (a clear, almost official, order from the People).
Trump effectively led the GOP to its largest win in many, many years. The Senate went from roughly a stalemate situation to a solidly Republican majority, the GOP increased its hold on the House slightly, Trump handily won the Electoral College and then also won the popular vote by ~5M votes.
By every bureaucratic definition of the word, that is a mandate for the Trump-led GOP to follow through with Trump's campaign promises.
