I wouldn't say it precludes it.
I would suggest avoiding even the appearance of corruption by not waiting until the week after said potential candidate announces his campaign though. Especially if the POTUS campaigned on fighting corruption/draining the swamp.
POTUS should probably call for an investigation lead by his own country instead of asking the leaders of foreign nations to do so in exchange for support/access.. that would be a really good place to start I think.

I would suggest that giving a shite about the Biden announcement timeline speaks much more to the appearance of corruption on the president’s part, but then it’s really a no win situation for the president on the subject with shitbags like you, isn’t it? If Trump does it before Biden announces, it’s corruption in an effort to sabotage Biden’s potential candidacy. We already know how you feel about doing it after Biden announced. If Trump does it on into the socialist democrat primary, the appearance of corruption is to sabotage a potential nominee. When would have been a good time to do it, where you wouldn’t detect the appearance of corruption?
