I watched several of his campaign speeches, and he never said that Mexico would pay for it upfront. Every speech I watched he said that there are multiple ways in which we would get the money back from Mexico. So I don't see where he lied.

If we pay American workers and use american companies, even if USA pays for the project, it is just a helpful stimulus package anyway... And will probably be more effective than tons of welfare and other projects.
