Isn't that what counter-proposals are for? Isn't that how this is supposed to work?

Or are we just now relegated to the status quo for the rest of eternity, while the smart and smug amongst us sit back and laugh at anyone proposing ANYTHING and say, "haha look at that, that has not chance."

Sure, but if you want to be serious, you don't present a budget plan that fosters (and, in fact enables) the "GOP hates the poor" argument. If anything, he should have proposed a 5% cut in military spending so he (and the GOP) could argue, "it's all on the table...everyone has "skin in the game"."
