Paul Ryan promised to repeal and replace Obamacare for seven years. Begged for money and votes. In January of 2017 it was his moment. Trump turned to him and asked for his plan. Ryan had nothing.

Ryan had a repeal bill but because it did not totally repeal it several republican congressmen would not vote for it. It did not totally repleal Obamacare because Ryan knew a total repeal could not pass the Senate with Trump fighting and insulting McCain like he was. The bill that finally did get to the Senate it was McCain's vote that stopped it. Trump could have at least tried to appease McCain somewhere along the line and the repeal may have happened and the allies of McCain in Arizona would not have worked against him in 202.
