Bondi is either on a very tight leash; or more likely IMO been play-acting the role as a cardboard cut-out "AG", just a placeholder. This would explain the sandbagging, being seemingly out of the loop, and timidity.

This does not bode well for any AG actually cleaning house any time soon or expecting justice overdue since 2017. This really makes me wonder whether Trump has actually "chosen" his own cabinet.
