Again, there were no substantiated findings for the 200-250k number. The report cites a quote from a transcript of a HOL proceeding (which you posted ITT). That quote itself has no backing or support.
There were no findings of the 2000-250k number. There is just a reference without foundation or substantiation.
Did you even read the report? Check the cites? I clearly did. I posted about this on page 1.
